Title Between formal and informal: a double model to assess competences in the building sector

Marketing Text Le projet vise à contribuer à l'élaboration d'une approche ascendante de l'émergence des besoins de formation dans l'industrie de la construction par le biais de: 1) l'identification et la certification des compétences acquises dans la formation non formelles et informelles, et l'identification, la el'attestazione compétences acquises de façon formelle, 2) l'application de méthodes efficaces et la validation de la qualité et les outils de validation et de transfert des responsabilités au niveau européen et trans-3) le développement de la CEC et la logique de 'ECVET, nell'operatività de différents systèmes.
This project proposal is focused on some relevant common trends emerging at the European level in the building sector:
-shortages of qualified workforce, and mismatch between supply and demand;
- consequent increasing of mobility and temporary migration phenomena
- need to improve transparency in the job market and to implement services aiming at managing mobile human resources
-growing importance of non formal and informal learning processes occurring at the workplace, with a lack of procedures allowing the consolidation and certification of acquired competences
-difficulties in recognizing in a good way the knowledge and the experience of people out of work that want to come back in the job market.
Such trends have led to the definition of two projects on skill recognition. The first project is promoted by Formedil and financed by Fondimpresa, and has made it possible to define a product which describes in an analytical way the skills in the building sector, a “portfolio of skills acquired in formal contexts“. Then, the portfolio of learning units for formation engineers, Cogito, between Switzerland and Italy (ECAP - Building Schools in Lecco and Como and Lecco Lavoro), financed with the contribution of the Interreg III programme, that brings forward a set of procedures to analyse, recognise and potentially transfer the skill in the building sector acquired in non-formal contexts.
These products, which allow to understand workers' skills in a unique and transparent way, within the present project will be implemented in context. The Italian and foreign partners involved in the project hold in part the same characteristics of the proposer as they are formation structures in the building sector. Part of them, such as Formedil, are managed evenly by trade unions and companies, belonging to the Europea Reforme network, are facing the same problems that the building sector is facing in Italy and are interested in skills and in the research in the formation sector. The subject was approached by the REFORME network and by FIEC and FETEBB in Turin during the European seminar on the implementation of the Copenaghen process financed by the EU.
This project aims at providing added value to the two products by proposing to the partners to adopt/implement them in their own contexts, after analysing the impacts and, as far as Italy is concerned, by implementing the two models in the formation system for the building sector, which includes 100 building schools coordinated by Formedil, the proposing subject.
This project has been approved the october 25th 2007 by the National Agency LLP (ISFOL).

- The report that contains an analisy about the results of all the assessment process.
- The Handbook can be used by workers and enteprises, contains chart show the evaluation criteria to measure performance for the right performance of working.
