The multilevel nature of the transfer of innovation in this project widens the range of future beneficiaries, particularly across sectors and across beneficiary groups.
• Employers and social care agencies interested in improving the training
opportunities of their disabled staff
• Universities and training agencies seeking innovative ways of improving
access to their professional training courses
• Trades unions and employee organizations seeking to improve training
and employment opportunities for disabled members
• Community groups engaged in capacity building and regeneration
Additionally, the quality assurance process will enable potential participants to engage more readily with the programmes, through their dissemination in communities and with community groups.
Recruitment and retention are major issues in making vocational education and training available to those people who are most disadvantaged in their access to the labour market. This is a key barrier to their effective participation in Vocational Education and Training (VET).
The ESTEEM project uses the existing ‘family’ of preparation programmes developed in the previously successful APT project which were conceived as a flexible and adaptable platform for encouraging entry to further and higher education for under-represented and disadvantaged groups. The ESTEEM project will enhance learners’ experience of them by extending their applicability and their adaptability.
The project aims to empower learners who are disadvantaged in access to VET, by formalising their non-formal and informal learning, enabling them to make more effective use of existing training opportunities, and bringing them directly into the assessment of the delivery process, to match programme content and delivery more closely with learner needs and requirements.
The ESTEEM project is in operation in Bulgaria, Greece, Malta, Turkey and the UK.

The products of the ESTEEM project are:
• Preparation programmes that will run in new sectors, in new regions, and with new service user groups, and will be promoted in new countries
• A quality assurance process which helps to match learner needs with programme design and format
• Personal learning portfolios for students and beneficiaries that they can carry into future training and employment
The ESTEEM project focuses on:
Disabled people and people with learning difficulties whose access to employment is restricted to low paid, unqualified work, or to no work at all.
People from lower socio-economic groups for whom access to qualifications provides a huge boost to their opportunities to work and economic advancement
People excluded from training and the workforce because of cultural differences and ethnicity
People returning to learning, especially those with limited secondary school experience
People with mental health difficulties whose experience of training and employment may be disrupted
