Marketing Text Extensive studies in different European countries on qualifications and competence in the metal and electrical industry provide the sector's companies with an up-to-date reference instrument for determining their competence requirements. This will yield operational suggestions for optimizing training processes in the company and for fast and flexible staff deployment. The project builds on recent experience with, and the result of, the use of EUROPASS Mobility and its transparency instruments, and implements the transfer of these insights into the industry.
Summary Research Results describe areas of competence in detail, and their relation to professional systems and curricula are established. A grid of competences for the professions mechatronics technician and metal cutting technician is developed. By creating the model of a grid of competences, it is possible to compare the contents and profile of qualifications and to evaluate them. In the long run, the traditional obstacles between the different areas of formal education and non-formal and informal learning will be overcome. An open learning environment may be created, which can strengthen the recognition of non-formal and informal learning as opposed to the formal system of general and vocational education.
Description With the support of Gesamtmetall e.V. Germany, member of CEEMET, and in close contact with the associations of the metal and electrical industry, a harmonised research method for a recognition and evaluation system concerning existent competences and competences to be acquired, including those of informal learning, were carried out in chosen companies of the branch in the project partner countries on the level of the qualification of certified skilled workers and especially for job procedures in production. With the help of the methodological basis and existing instruments for implementing Europass, concrete data were assigned to the competence profiles for the exemplarily chosen professions of mechatronic technician and metal cutting technician horizontally and vertically on respective national levels. The transparency instruments for identifying competence on the basis of Europass standards focus on professions. In this way an attribution to reference levels with the help of the EQF-descriptors can be made. The project results help to describe in an exemplary way a grid of competences on a European level for two concrete professions on the basis of eight qualification levels and diverse descriptors. The project picks up the present change of paradigm from qualifications to competences and reflects the need to tie education systems even more consequently to the working world. The research is oriented to the EQF notion of competence as cognitive, functional, personal and ethnic competence.
