Actions proposed in the project are designed to support public administration in making a smooth transition from disposing of matters and cases to providing actual services for the citizens.
Recently conducted research on the condition of administration employees and offices regarded as institutions shows that public offices cannot handle monitoring of processes undertaken. They do not have predetermined work organization standards for individual posts or effective and official records flow.
The comparison of local government administration needs with the trainings offer on the market leads to conclude that there is a need for preparing a trainings package which would respond to expectated qualifications local government workers should exhibit and which would provide them with applicable tools and work organization methods. Presently, the lack of both poses a serious threat to the efficiency and development of local administration.
The project is addressed to the local government administration employees on the community level. In the long-term perspective all products created within project framework are to be used by state administration workers, commercial (industrial) companies administration staff and all those employed in the service sector.
Project’s objective is to adapt and test trainings package covering administrative work organization. Trainings package will be based on the experiences of other EU countries (Germany, Greece) and on the general competence profiles for administration workers developed in the project. Summerizing of actions undertaken will be found in the certification process for the produced trainings package.
REFA Wielkopolska is the project coordinator contributing its experience in the international transfer of training system as the leader in the field of adult learners education and training covering work organization in Poland. Competence profiles and training needs will be prepared by the Polish Transfer Association and IPA, the Slovak Frauenhoferinstitut partner. The trainings package will be created with the cooperation of REFA Bundesverband e.V. from Germany.
