Summary The project develops a unique training and certification programme combining intercultural communication and online-collaboration aspects at an international level. It is an important extension of existing training and certification approaches (e.g. PMI, IPMA) and enforces the transparency of competencies at an European level.
The management of international, virtual projects requires advanced competencies, which have to be acquired by project-managers and project teams, especially in the area of intercultural communication, virtual collaboration, soft-skills, risk-management and project performance measurement. The application of ICT for virtual collaboration is a very important challange in international projects, because the most of the communication and teamwork takes place in a virtual setting. Moreover the EC policy has clearly identified the “… availability of adequate information and communication technologies (ICT) skills … an important condition for the competitiveness of enterprises in the e-economy and the implementations of the Lisbon strategy. The development of e-business applications is also increasing the demand for individuals with creativity and higher-level conceptual skills that will enable enterprises to increase productivity and harness ICT to produce greater economic value.” (http://europa.eu.int/comm/enterprise/ict/policy/ict-skills.htm).
The offshoring of IT-Services is becoming a vital factor in the ICT sector as Zuzana Gajdosova from the Wirtschaftsuniversität Wien explains in “Offshoring of IT-Services: Impact on companies, IT-industry and Economies”. IT-Services will be more and more outsourced to eastern European and Asian countries, where labour costs are essentially less than in western European countries.
The EU and the local governments are promoting and funding multilateral and international projects, because the combination of different know-how of different countries and/or different companies/organisations is crucial to the development of innovative products and services, which ensure the growth of local and global economy.
The target group of the proposed project are employees in companies and organisations in engineering sector, which already work in national projects, but are assigned to participate in international projects. With the proposed training and certification programme they can upgrade their existing project management skills with the additional competencies needed for managing international, virtual projects. That means that the proposed project does not focus on the training of basic project management skills, because they are established very well in training institutes in Europe. The project concentrates on the engineering sector, because the current demand for international, virtual project-management is very high at the moment as the introduction of this chapter shows. Nevertheless the training and certification programme can be applied to other sectors without essential changes.
The international certification programme, which is one of the most important aims in the proposed project, improves the transparency of the necessary competencies at an European level. The assessment processes, which the certification is based on, provide a clear instrument to measure the competencies at different levels (e.g. skills for project-team-members, skills for project-managers,…). The certification can be a basis for the development of an international standard of multilateral, virtual project management.
The importance of an international certification in conventional project-management show the current numbers: At the end of 2006 more than 60.000 employees from companies and organisations were registered as certified project manager at the IPMA. In 2007 about 1500 people got a certification in project management.
Another important target of POOL2Business is to address the different circumstances in the different countries and organisations. Therefore the project will be started with a survey in the participating countries to elaborate the specific needs depending on culture, countries, size and structure of companies and organisation. POOL2Business provides a configuration tool (for details see products), which helps training candidates to evaluate the specific circumstances and needs and, which result in an adequate training-configuration. The experiences of the participating partners in managing EU-projects underline the necessity of answering the specific needs of the countries and organisations.
To ensure the sustainability of the transfer of the project results, a community platform will be established by the project team. The aim is to provide an international communication platform, which focuses on international, virtual project management. Interesting project results, news, current and future developments, etc. will help to attract interested people to the subject. A place for virtual interaction (e.g. discussion boards, ask the experts, self-evaluation of competencies,…) will support the target group in managing their projects. The community platform will help to distribute the project results to further countries of the EU and will help to broaden the acceptance of the international certification.
