The overall aim of the project is to accelerate the creation of peer-produced e-learning content by providing a methodology and a process to manage its quality. This overall aim also supports the empowerment of e-learners in vocational education and training in their development from passive receivers of e-learning content towards active producers of content of their specific knowledge areas.
Peer production of e-learning content is a growing trend, which will play an elementary role in creating, validating, enriching, editing, and updating of digital learning content. Thus it is important to pay growing attention to the management and support of peer production in e-learning, which will also enable new learning material production and updating work methods.
The specific aim of the project is to develop a solid approach and methodology on how to organise and support the quality management process of peer-produced e-learning content. The project itself does not take a position of the e-learning tools (such as e-learning platforms or Learning Management Systems) used, but is developing and implementing a systematic process for the quality management of peer-produced e-learning content. The project will validate the developed methodology through three pilots in three different VET entities, and thus have the opportunity to consolidate the piloting experiences to the actual toolset developed and the training sessions organised.
Peer production – and thus learner-created content – in e-learning is the core of the future e-learning provision. The quality management challenge in e-learning content produced by peer production can, however, undermine the merits of peer production and learner-centred content creation. The proposed project is answering to this need by developing the required methodology and tools to support quality management for peer production in e-learning.
At the moment there are already a number of useful tools and approaches on the market (such as tools for peer reviews, tools for creating own Wikis, dictionaries etc.). However, it is important to emphasize that peer production requires also enabling and supporting structures and their effective management. The key issue in this project is to develop a holistic approach to peer production, which enables its effective use.
The potential of peer production in e-learning content can be divided as follows:
- benchmarking – identifying of good cases and practices, identifying of good digital resources, sharing learning experiences by sharing learning (b)logs, social bookmarking etc.
- creating – (shared) authoring of courses, texts, resources; creating images, audio materials, video materials etc.
- validating – routing and commenting created learning content, rating various learning resources (such as web sites and their content etc.
- editing – sharing editing responsibilities (from proof-reading to translation), undertaking peer reviews, creating alternative navigational routes etc.
- enriching – creating additional content materials, publishing individual works and team works, sharing or learning (b)logs, adding library links, creating Wikis, social bookmarking etc.
- updating – monitoring existing content, updating existing content, adding specific area content etc.
It is obvious that entities favouring peer production must also have enabling and supporting structures. These should include the following:
- enabling policies – organisational opportunities for peer production of e-learning content (such as time resources allocated for peer production), management support for peer production, access to various digital resources to be used in e-learning content production etc.
- enabling procedures – organisational support for peer production, guidelines for peer production and peer reviews, guidelines of intellectual property rights, agreement on compensation policies etc.
- enabling processes – practical support of peer production, agreed and supported processes and workflows for peer production
- enabling tools – joint and shared tools to be used in peer production to provide effective and fluent collaborative work.
The target groups of the project are VET entities using e-learning in their various programs, and in particular, the e-learning managers, teachers, and supporters. These can be seen as the short-term beneficiaries. These beneficiaries can enjoy the benefits of peer production both by the increasing number of potential learning material developers and editors (and thus enhance and improve their learning provision), but also utilise the potential of the learners in content creation and editing process, which can also lead to savings in costs. The implication for the VET entities can be seen in resource allocation, as the teaching resources can be re-directed to tutoring and supporting elements.
However, the long-term beneficiaries are not only the VET entities, but also the e-learners, who have been empowered to utilise their professional skills in sharing their knowledge to other peers. In contemporary work information and knowledge selection, creation, and updating are critical skills in all professional areas. Thus the project will also contribute partially to the competence development of the peer learners by sharpening their knowledge selection, creation, and editing skills.
The project has clearly tangible outcomes, which will be in the form of state-of-the-art reports, but in particular as a toolset on the quality management of peer production in e-learning. This toolset will also be in an essential role in the training activities of the project. However, it is important for the whole project concept that the approach and the toolset will be validated in three real pilots within the VET entities.
The duration of the project is 24 months, as the pilots require nine months of working time. Thus the preparatory stage – including the development of the approach and the piloting content – will take nine months, the piloting stage will take nine months and the final dissemination (including the translations) will take six months.
The key indicators of the success of the project in the long-term view is the utilisation of the peer production potential. However, in short-term the indicators qualitatively will be the quality of the e-learning provision in the participating VET entities (and other VET entities participating in the training sessions of the project) as well as the quantity of peer-produced e-learning contents.
The project will work in three different European language areas and it will also deliver the toolset in three different languages. However, the common working language within the project will be English, as one language is required for the actual common conceptualisation work.
Product information The project will produce a number of reports identifying the current environment in peer production, and the processes being used for quality management in peer production. This will feed into a handbook draft, which in turn will be piloted, leading to a final product - a handbook on Quality Management in Peer Production in E-Learning.
