Climate change and solving energy problems in the EU refers also to energy-saving efficient construction and renovation. The increased EU requirements for the construction industry mean a new challenge for construction workers for the education and training systems in European countries.
The project "KO-Transfer" is meeting this challenge by providing answers to the questions, what consequences this has for the training and which expertise the construction workers in the EU must have. The project partners from 5 EU countries show how the efficient use of energy resources in the construction industry can be anchored through the transfer of innovative teaching and learning tools in the education and training systems. With transparent and transferable instruments and procedures for the exemplary application of competence standards for excellence in education, the project provides Improvement of quality and permeability of European vocational education systems.
The objective of "Ko transfer is to achieve an improvement of quality of vocational education for the construction by transfer of innovative practices and standards in systems, institutions and processes of vocational education and training of the EU,.
The project also aims to strengthen employment opportunities for construction workers and the increasing competitiveness of European SMEs in the field of energy efficient building.
European cooperation is urgently needed, since the EU freedom of services to construction companies allows cross-border contracts, especially with construction workers of neighbour countries. The focus is therefore on the transparency and recognition of skills and qualifications of European construction workers. The transfer is based on the Leonardo da Vinci pilot project "Umbau & KO" successfully completed in 2007. In "Umbau & KO " we developed a module "energy-saving construction", which includes a uniform structure and levels of competence allocation, enabling cross-border certification. This procedure is to be transferred in the "KO-transfer" in all courses. Based on the innovation of " Umbau & KO the project" KO-transfer " assures a triple transfer of innovation. 1) geographically: in 2 other countries (SK, LV), 2) sectoral: transfer of the modules and tested method for designing competence standards for all education programs and the integration of methods / techniques of energy-efficient building renovation in training and further education courses, and 3) systemic: Transfer between training and further education and between vocational and academic education.
Therefore the competence analysis, competence standards (NQF, ECVET and EQF), testing requirements, changes in education systems and curricula to meet current skill needs, have been in enhanced and developed in the project.
So the strengthening of transparency, comparability and cross-border recognition of qualifications of construction workers is reached. KO-transfer offers tools to implement a transparent system for competence determination and certification in ning and further education (in selected building crafts) and integrates innovative content (energy efficiency of buildings) systematically. In the project 11 partners from 5 countries cooperate: BE, DE, LV, PL, SK. The project partners have worked together successfully in previous projects.
The further development and adaptation of project results for the transfer in Ko-Transfer works as follows:
1. The partnership integrates actors from different sectors (politics & administration, business & labor, science and education) into the project work.
Thus a dynamic, productive multi-stakeholder dialogue is promoted
Strategic partners support (authorities, SMEs, associations) the activities and accelerate the implementation in policies.
The activities of the project partnership will be constantly accompanied by debates about the achievement of a common European education and economic space, allowing all citizens of Europe cross-border mobility in education and training. Knowledge and skills of workers are already the key factors for innovation and success.
At this point, the partners exchange with experts and stakeholders ideas on the transparency of the recognition of skills and approaches, and how innovations could be implemented in training.
Regular meetings ensure permanent exchange and a high degree of transparency in every project phase. For the coordination within the national networks all national coordinators are responsible.
The work plan consists of 5 work packages:
* Network Development * selection and adaptation of two advanced courses; * Transfer & Implementation, * identify adaptation ability to implement the ECVET, * valorisation.
The RESULTS will be:
*a system of educational competence according to level classifications (for selected professions in the construction sector) and credit points
* competence standards based on professional decision-making and responsibility
* a competence pattern for dual and academic apprenticeships as well as transfer of innovative curricula to further education
* a certificate reporting and mutually accrediting competences and credit points
* an appendix to the certificate in double qualifying apprenticeships with a description of competences.
2 KO-Transfer " supports the educational administration, teaching-plan development of various countries, teacher training, educators at all levels and conceptual design of teaching materials. It helps vocational schools to provide focus for the development of educational programs and teaching materials in relation to the implementation of innovative content of the energy savings for implementation in different training types.
For the building crafts, it contributes to quality assurance and enhancement
of competences of the workforce. It also helps in developing the National Qualifications Framework as i.e. in Poland and Latvia. It is a reliable basis for further fruitful cooperation between the European education and craft.

Product information In the project, we will adapt competence analysis, competence standard regarding the ECVET and EQF, certificates, requirements, training regulations and curricula that consider the actual need for education rather develop it for jointly innovative educational background.
