In the SMEs in the Baltic Sea region is a clear lack of leadership and expertise. Therefore, the project developed dual bachelor's degree programs to help secure qualified talents for SMEs in the Baltic dar.
In 5 countries around the Baltic Sea dual education programs have been transferred and realized that combine a skilled trades training with a technical or business management bachelor's degree.
Small and medium-sized enterprises in the Baltic region have a strongly growing demand for corporate successors, managers and professionals. The skill requirements of SMEs grow, there is an increasing demand for international experience. Ensuring a qualified talent is for the SMEs a question of survival and thus the most importont support task. As an important contribution dual study programs, that combine a skilled trades training with a technical or business management bachelor's degree, will be transferred and implemented.
To address these tasks under the leadership of the Hanseatic Parliament chambers, universities and vocational training centers from 6 regions and 5 Baltic states joined as partners.
A Baltic Sea Academy, which makes the cooperation between chambers and Universities permanently was established.
The project focused on Northeast Lower Saxony, Hamburg, Gdansk, Vilnius, Tallinn and Pori (Finland). At the end of the project, all the results and records will be transffered to the 32 chambers and 10 - 12 colleges / universities from 8 EU-Baltic countries and Norway.
In particular, for demographic reasons, there is currently a shortage of young entrepreneurs, managers and professionals in small and medium enterprises (SMEs), this deficiency will continue to grow strongly.
The University of Cooperative Education and the University of Hamburg 21 (Buxtehude) developed dual bachelor's degree programs that combine a vocational training in SMEs with a business or technical studies and end with the skilled workers as well as with a Bachelor degree (dual studies = two degrees). Realized were the studies business administration, civil engineering, architecture, facility management and physiotherapy. They are nationally recognized and certified in accordance with the standards of the Bologna Process. These courses have proven extremely successful and were therefore transferred to other Baltic countries.
At the same time there was a thematic development, so that the participants during their 3 - to 4-year education can spend a part of the training SMEs in other Baltic country.
To determine the interests and needs, a survey and two workshops were conducted. Concepts were developed and strategic partners for the locations Tallinn, Vilnius, Pori and Danzig were obtained. Two completely new courses "Mechatronic and Energy Management" were initiated.

Concepts for realizing the dual studies programs in Pori, Vilnius and Gdansk were created.Dual study programmes were developed and started. Exchange of trainees took place.
In two television broadcasts a 45 minutes, the target groups and wider population of northern Germany on the background, implementation and results of the project have been informed.
