Summary Le but du projet BusQua est de contrecarrer le taux à grande échelle des employé/es âgé/es et de pousser et préserver l’emploi des personnes âgées dans les entreprises. Cette cible doit être atteint par l’identification des domaines d’activités qui sont prospectives pour les régions, profitables pour les enterprises et appropriés pour les personnes âgées et de plus, par le développement (continu) des qualifications adaptées pour les personnes âgées. Pour cela, les principes élémentaires d’un concept déjà éprouvé avec success doivent être transféré dans trois régions européenes qui sont différentes en ce qui concerne l’économie, la culture et la structure. Là-bas, le concept deviendra adapter aux conditions qui dominent dans les regions particulières. L’objectif en ce contexte est l’ajustement de la qualification conceptualisée concernant la situation dans chaque region et de plus, l’implémentation modèle du concept adapté.
The concept itself represents an advancement of a method being geared to working processes and implies a pedagogic approach using written instructions for learning. It has already been successfully implemented in Thuringia within a training of older employees in the field of customer care and with a final examination by the Erfurt Chamber of Crafts (“Handwerkskammer” – HWK). Therefore, it was awarded with the prize for innovation in continuing education and training (“Weiterbildungs-Innovations-Preis” – WIP) by the Federal Institute for Vocational Education and Training (“Bundesinstitut für Berufsbildung” – BIBB) in 2008. The methodology of the concept particularly considers aspects of age appropriated learning which is supposed to enhance the success of a training in that segment.
The partnership of the project BusQua consists of experienced actors in the areas of vocational education and training (VET) as well as in the field of research:
- The applicant, the University of Erfurt / Faculty of Education / Department of Vocational and Further Education, is attending to the research of labour participation of older persons within national and international projects since 2001.
- The "Kenniscentrum Beroepsonderwijs Arbeidsmarkt" (NL) is a national an international accounted research institute in the area of vocational training and labour market.
- "Zorig" (PL) is a Polish Chamber of Commerce in the region of Silesia which is also displayed for international projects. As a regional actor on the labor market it is a guarantor for the implementation.
- The Eichenbaum Corporation in Gotha / Thuringia is also experienced in national and international research and development and has significantly developed the qualification concept which has to be transferred and adjusted in the context of the project BusQua.
Through incorporating strategic partners in the particular regions, the transfer as well as the sustainability of the project is guaranteed. As a result, regionally adjusted concepts are available which are important for changes in age appropriate work and action fields. Furthermore, the labour participation in upper age is enhanced via the development of qualification which is geared to biographical aspects referring to professional and working life. In that way, the project directly contributes to the preservation of employability and work place of the elderly.
The main target of BusQua was to enhance older persons’ employability via the transfer of curricula and working material to the specified regions for alternative fields of professional activity. This objective could be achieved within the project by a special training concept and adequate learning material, which was developed and adapted to regional particularities and implemented in three completely different European regions. As a precondition, the regional conditions concerning demographic and economic aspects had to be analysed carefully within structural analyses respectively regional reports. Furthermore, to gain deeper insight in the age-appropriate qualification approach being based on work-process-oriented learning (WPO) and beneficial for self-determined learning, underlying documents had to be translated in the partners’ mother tongues and discussed carefully within the consortium. Another milestone was to gain deeper insight in older persons’ learning and occupational biographies via the development and implementation of an appropriate analysing instrument. All project activities were supported by strategic partners and regional networks which were set up by the consortium. Moreover, BusQua was accompanied by the transnational presentation and comparison, the dissemination and exploitation of its products and results, e. g. via a separate project website and via announces in the “BAGSO-Newletter” as well as via a presentation in an international conference and an article in an international book. To ensure the project’s quality and unobstructed cooperation during the lifetime, another part was the coordination and quality management, represented in the evaluation report and in the regional parts of the final report. The Final Report at hand provide an insight in all above named project activities and tangible results. The impact in the regions is ensured by the inclusion of the training in national qualification systems. Additionally, one course will be repeated in autumn. Another impact is to be seen in the massive reduction of necessary times for the completion of the trainings, compared to traditional attempts. Some participants moreover stated that the training insured their occupation or led to higher wages respectively (cf. Polish report).
