Vocational training for 50plus employees in Germany is not well coordinated in small and medium sized enterprises. The absence of advanced vocational training measures makes it hard for older employees to be (re-)integrated into the labour market. Small and medium sized-enterprises cannot offer courses in advanced vocational training because transparent information, instructions and assistance are generally lacking. They rely on external courses, which are often much more expensive than internal proposals. It is very difficult for older employees and small and medium-sized enterprises to find out about the right advanced vocational measures on the WWW. Thus it is no surprise that older employees (50plus) are disproportionally highly affected by unemployment.
Small and medium-sized enterprises often lack systematic methods of evaluation and instruments to check the results of advanced vocational training.
In many cases, SMEs carry out educational activities as part of short-term economic adjustments. The process for developing quality standards for continuing vocational training lacks transparency. This situation is further exacerbated by the poor co-ordination of the interfaces between the educational system and the labour market. An expert is therefore needed, specifically a certified operational educational adviser, to guide SMEs competently through the education market.
As a supporting and directed measure, Phoenice - The Educational Compass brings greater transparency to the continuing education market and its products and offers a special continuing vocational education and training study programme in a blended-learning approach for human resource managers and employees, namely the “certified operational educational adviser”. The modules extensively cover the (continuing) education market.
Following the lead of Denmark (close affiliation between a job and further education) and Austria
(link of knowledge database and personal counsultation), barrier-free access will be guaranteed to continuing education measures and personal counseling for the “certified operational educational adviser.”
Phoenice - The Educational Compass, is a two-year Leonardo da Vinci Projekt initiated by the education consultancy useyourmind GmbH and the service company aixTeMa GmbH, both headquartered in Aachen, North Rhine-Westphalia.
Firstly, Phoenice seeks to provide user-friendly and highly transparent access to continuing training options for older employees (50plus generation). Secondly, Human Resource managers and employees at SMEs can obtain extra continuing vocational educationa nd training. In Germany this continuing vocational education and training programme culminates in certification as an operational educational adviser.

The certified operational educational adviser has the opportunity to use information and communication technologies to manage the necessary information in three ways.
1. The Phoenice Communication Center (PCC)
The software enables the prospective certified operational educational adviser to obtain personalized learning content online and offline (e-learning) in order to do his pre-audits (e-examination) and his seminars and final exams directly in his area (e-control). The PCC software also offers up-to-date informations on the current educational situation and on expected innovations.
2. The PIT-Line (Phoenice Information and Technology Hotline) is available to any user with questions on education and the PCC software.
3. The PCS-Days (Phoenice Coaching and Examination Days) provide direct information brokering, screening and certification of standard knowledge for certified operational educational advisers in face-to-face situations.
All in all, the technical result will be blended learning, i.e. online and offline learning combined with required presence at seminars and final exams. Interested parties are assisted by specialists, also in suburbs, over the phone, online, in word and deed.
