Over the past few decades, Europe has witnessed a huge movement of both legal and illegal workers, occurring mainly for economic reasons. Economically underprivileged countries have fed and are feeding the workforces of their neighbouring EU member countries to meet their severe skills and labour shortages. The shortages exist in all sectors but they are especially severe in IT, construction, healthcare, agriculture and tourism.
A major issue of this workforce flow has always been the recognition of competencies and qualifications of incoming workforces as well as the language skills that are needed in order to operate effectively in the EU labour market. In view of this, this project aims to develop language competence certification tools for the vocations which would help organisations such as employment agencies, labour offices and other intermediary organisations, as well as employers' organisations to evaluate the language proficiency of workers who are seeking employment in a foreign country.
The partnership involves representatives of various players in this field such as universities, centres for continuing and adult education, foreign language teaching materials developers, employer organisations and labour offices. The work is a logical continuation of what has already been done in previous projects which have aimed at meeting needs that are emerging during the process of integrating new countries into the EU.
The products that will be developed under the project are as follows: a methodology for devising sector-specific language competence certification tools for the vocations; a framework of linguistic levels depending on working positions occupied (apprentice, skilled worker, first-line manager, middle manager, senior manager); sample tests for two sectors (healthcare and construction, those most critically affected by labour shortages) and a professional language competence certificate recognisable in all member countries of the EU.
The development and introduction of the language competence certification tools for the vocations would lay the foundations of a universal system for recognising the language competences of the Europe-based mobile workforce and could later be integrated into the European Qualifications Framework which will soon serve as the main tool for recognition and transparency of qualifications.

The LCCTV project consortium has developed:
- a manual for vocation-specific language competence certification, containing (1) the LCCTV Methodology, and (2) the LCFRV Framework
- Sample Tests for two sectors (Construction and Seafaring)
- A two-level course book "English for Mariners" providing vocation-specific language competence training material
