The system of psychiatric care in Europe is subject of great processes of change. The traditional care in the hospital is more and more substituted or complemented by a great variety of out-patient services. In the first phase the changes were mainly focussed on the conversion of the long-term-treatment and of rehabilitation offers into community mental health services. Actually also the acute care is under conversion into community based structures. Especially for the field of psychiatric nursing, which was traditionally located in the hospitals, this means a wider range of opportunities. Thus means the need for innovative concepts of practice and large competencies. In the same time the spectrum of decision makers is changing. Further on the mobility project shall make allowance to the fact that the users of psychiatric services gain more and more opportunities of influence. The innovative potential of the participation of users as experts from experience in the psychiatric care and in the field of qualification of professionals is also a topic of the exchange project.
The variety of actors in the field of community mental health is represented by the compound of the partnership. The aim is to bring together german and dutch actors which are working in different ways with innovative practice and concepts of qualification. The central topics of the project are:
