Product Type transparency and certification
Description For the 26 competences, we elaborated descriptions which apply to all European partner countries. The descriptions are available in 9 languages. The descriptions of competences contain a definition of the competence, a list of the technical terms that the candidate must be familiar with, typical tasks, and explanations that define the competence in its professional context. This description is open to the public and is thus essential to the transparency of the certification process. The competences have been divided on to CSA (Certificate Specialist Area) which correspond to the various departments in a company, according to the balance scorecard.
Target group People who want to have their acquired competences certified and those involved in the certification process are the target group for this product.
As it was mentioned before, it is not enough to simply define a percentage for the level of a competence. This is why we elaborated detailed descriptions of competences in addition to the levels of value. These descriptions of competences define which terms the candidate should be able to apply, which tasks and case studies s/he should be able to deal with, and which documents can be accepted in order to prove a competence. On the basis of these descriptions, the candidate can analyse his/ her own competencies even before the assessment.
Concerning the technical terms that the manager should be able to apply, we particularly paid
attention to the practical relevance. For the case studies, we chose tasks that are typical and that
an SME manager might easily encounter in his every-day work. The difference between an ordinary manager and an EMC manager is that the holder of an EMC certificate is able to solve these kinds
of tasks or situations extraordinarily well. The EMC manager is not simply lucky or acts intuitively
but on the basis of his/ her profound and complex knowledge and competencies. The case studies, however, are typical but not necessarily easy to solve.
The assessor bases his/ her questions on the descriptions of competences. S/he may resort to different types of tasks and questions. Whereas technical terms may be tested by multiple choice questions, strategic competencies require case studies or team work. We have chosen an assessment to test the candidate’s competencies because it enables us to test the competencies in all their complexity.

Area of application
Recognition of specialist competences and management competences with a European certificate; it is not important how the competences have been acquired.
Carrying out the certification process/ procedure
The verification and the recognition are carried out on the basis of a uniform certification process at an accredited CEMES examination centre.
Candidates have the opportunity to take an online-based self-test, which is based on the descriptions of competence.
The method and the structure can be transferred to other countries and competence areas.
The system is available in English, German, French, Portuguese, Italian, Greek, Czech and Finnish. All interested users can access the system via internet.
