Product Type transparency and certification
We developed 3 European EMC certificates (European Management Certificate) and 8 specialist certificates. The requirements for all the certificates are based on a system of 26 competences, including specialised competences, methodical competences and social competences. Competence profiles describe the required extent to which the competence should be developed in order to obtain the certificate.
Small and medium-sized companies and those working in these companies are the target group of
the pilot project ESO-CSA. The certificates and the certification system respond to the employees’ demand for a verification of skills and competences. It is not important how the competencies,
which are certified, have been acquired. Companies thus have the possibility to analyse and verify
the actual potential of skills and competencies. Moreover, it is possible to develop this potential and to use it for human resources development.
The certificates for management competencies are subject to the same standards in all European countries. The certificates are launched within the economic area of the European Union and are awarded according to common certification regulations. They confirm that the holder possesses management competencies of a certain level in certain specialist areas, which have been defined for all European countries. It is not important how the candidate has acquired these competencies. In order to guarantee transparency and acceptance, the certification processes comply with the norms of personnel certification. This means that consulting, further education, and certification are strictly separated. The certificate validates the individual competencies of the candidate. The candidate is recommended to attend courses prior to the assessment, although this is not required in order to take the examination. In contrast to the norms of personnel certification, the candidate does not have to repeat the examination in order to maintain the certificate. The CEMES certificates (CErtification Method for European Specialists) are valid indefinitely.
There are three types of European Management Certificates (EMC), which reflect the typical tasks of a manager in small and medium-sized companies. The certificates are issued after the candidate has passed the assessment. There is the EMC-PM for process-oriented management, the EMC-FM for commercial competencies, and the EMC Master which contains all the competencies a successful manager of an SME should possess.
The certification of specialist competencies implies the verification of selected competence areas. Experts and managers may take an examination in order to have competencies in certain areas
certified. Usually, these skills have been acquired while working for a company. The procedure is
based on the certification process for management competencies.

Area of application
Recognition of specialist competences and management competences with a European certificate; it is not important how the competences have been acquired.
The verification and the recognition are carried out on the basis of a uniform certification process at an accredited CEMES examination centre.
The method and the system can be transferred to other competence areas and countries.
The system is available in English, German, French, Portuguese, Italian, Greek, Czech and Finnish. All interested users can access the system via internet.
