(A.) THE REASON.
(a) In RO, the irrigations (noted: irrig.) were destroyed, even with 90%, with the diminishment of irrigation surfaces from 3 200 000 ha to 300 000 ha.
The country becomes 70% foods importer.
The skills, qualified in irrig. people where lost.
Incredible: irrig. is “ forgotten“.
The food crisis is created.
(b) The training in innovative, very required technologies in irrig.: driping, energy saving, anti-risks, residual water using, etc are not known.
(c) The training for irrig. & the response to labor markets needs do not exist.
(d) The ToI in irrigation meets the needs of the target people in the best way: The training in irrig. responds to ultimate, survival requirements..
(B.) THE MAIN AIMS ARE: (a) To generate advanced, edutainment, IT&C based, VET / eVET products, which to assure, competencies based, efficient transfer of the knowledge & skills in innovative irrigation. (b) To Encourage cooperation between VET and the world of work. (c) To respond to the users needs, education requirements of the big amount of farmers, stakeholders, inclusive of disadvantaged. (d) To create the way for forming of the irrig. workers, technicians, masters of water. The solving of the lack of training products. (e) To generate occupational standards. (f) The increasing of agricultural productivity / quality, combating foods crisis. (g) Efficient use of resources. (h) Supporting of economy. the poverty diminishment.
THE MAIN OBJECTIVES ARE:(1.) The large delivery to the farms people, inclusive to disadvantaged, of advanced VET / eVET products, skills in irrig.. (2.) The pilot training of the trainers, learners. (3) The delivery of the training VET / eVET products for the quick, pleasant knowledge transfer, integration of Edutainment , and which (4.) to be usefully also for disadvantaged. (5.) To generate 2 Occupational Standards. (6) The forming of technicians, workers in irrig..
(C.) THE CONSORTIUM, with the critical mass / complementarity perfect accomplished, was formed from donors (3 universities , 2 R&D centre), further developers of the materials, quality supervisor (Chamber of Agriculture), end users: 3 schools in agronomy.
(E.)- THE IMPACT. VET / eVET generation & the combating of the: (a) lack of eVET, education and of qualified people, (b) foods & environment crisis. Saving: water,energy . Poison. elimination.
(1) PROBLEMS / NEEDS:
In RO is present one extraordinary critical situation.
(A.) Despite that the irrigations represent the capital weapon against foods crisis, environmental / floods risks, in RO, in the last 20 years, the irrigation systems were, incredible, 90% destroyed.
From the previous irrigated 3 200 000 ha, now are irrigated under 300 000 ha.
The countries become foods importer (Romania: 70% ).
The skills, qualified people in irrig. where lost, one consistent lag is identified.
(B.) New advanced irrig. technologies such as: drip, micro-, efficient, anti-risks / anti-salinisation, irrig. with residual water, with energy saving, with fertigation were not know and not applied.
(C.) A real problems for respective countries and for EU, in the foods crisis prevention, were created.
(D.) The training in the field was complete inexistent.
(E.) The response to labor markets needs in the irrig. was inexistent.
(F.) The farmer, inclusive the disadvantaged: slow learners, poor people, were not involved in training in this fields, in which they may to work.
(G.) The documentation was very scarce / unpleasant.
(H.) The ToI in irrig. meet the needs of target people in the best way.
(2) PREVIOUS OR PREPARATORY WORK IN THE DOMAIN
EU Comm delivers the Water Directive. Through JRCentre: "EU Irrig. map". Through EUROSTAT the EU irrigation levels.
The irrig. re-construction was approached, only in very small part, With W.Bank Projects: (Irrig. Rehab. P043881). In future with EU Commission.
The Partners have worked intensive in irrig.: P0 for the entire RO irrig. systems , P1, P2, P5 at EU irrig. projects, P4 at training for irrig., P6, P7, P8 are rural schools for agronomy .
(3) THE NEEDS ANALYSIS
The direct target groups were formed from teachers, trainers.
The indirect and direct (depending of mode of training) target groups were formed from farmers, rural learners, disadvantaged.
RO has irrigated now under 10% ha from previous 100% [Capit. Mag. 8.01.2013] !
The innovative irrigation technologies were not know.
By investigating a consistent number of rural schools has resulted that
- The agronomy schools have prepared ecologic technicians without any knowledge in irrigation.
- The training / the training products in irrigation were ultimate necessary.
- Intensive training in innovative irrigation / irrigation was strong required even by agronomy teachers.
-The survival is in innovative irrigation.

B THE CONCRETE OBJECTIVES OF THE PROJECT:
(1.) The large delivery, for the farms people, inclusive disadvantaged, of advanced VET / eVET products, skills in irrig.. (2) The delivery, based on integration of Edutainment procedures, of the training VET / eVET products for the quick, efficient knowledge transfer, and which (3.) to be usefully also for disadvantaged: poor people, slow learners. (4.) The pilot training of the trainers, learners. (5.) To generate 2 Occupational Standards. (6) The forming, of Masters of Water: technicians, workers, trainers.

(a) The printed (for libraries) Handbook of Innovative Irrigation for All, initial of 20 lessons, today of 38 lessons, 2200 pages in Romanian language and 21 lessons, 800 pages in English language.
(b) The elearning at level 1, pdf, of Handbook of Innovative Irrigation for All, initial of 20 lessons, today of 38 lessons.
(c)The elearning at level 2, advanced HTML5 with extended Imagery, of Handbook of Innovative Irrigation for All.
(d) Augmented Reality support of 3 types.
Augmented Reality is achieved with self explanatory images.
(e) Over 100 Virtual Reality Dynamic, 3D Images, minimum 1 per lessons (many lessons with many Virtual Reality Images).
In big majority the Virtual Reality movies have also audio explanations.
(f) Special Application with pdf lessons, Advanced HTML5 lessons, AR / Augmented Reality, VirtuL Reality elements, on the DVD.
(e.) .pdf lessons (38 RO + 21 EN) total over 3000 pages in pdf, and in Advanced HTML, on separate DVD.
(f.) The Users Guide (30 pages), for the using of the above lessons, in Romanian Language and in English Language.
(g.) 2 very important Occupational Standards (drafts) registered at the National Authority for Qualifications in Romania:
- Occupational Standard: Technician in Irrigation (150 pages, in Romanian language),
- Occupational Standard: Qualified Worker in Irrigations, 150 pages, in Romanian language),
(h.) Users Needs Analysis (over 300 feedbacks).
(i.) The Pilot training, based on The Handbook of Innovative Irrigation for All, of over 500 persons,
(j.) The sending, by email list, of the web location of the The Handbook of Innovative Irrigation for All, to over 2000 people and entities.
(k.) Very powerful (double RO + EN) Project web site. Other 10 web sites present the information and links.
(l.) Business Plan and the intensive sustaining, though very effective means, of post-project activities.
(m.) Yearly European Conference: E_COMM_LINE_2014, 2015, 2016.
