The P-Scales is a competence based assessment framework, designed to provide a means of monitoring the progress of learners with Special Educational Needs, who were not able to access the mainstream qualification. It provides a ready made structure for certification. In the UK, The Learning Machine Ltd has devised a low cost system of certificates based on the P-scales so that learners with Special Educational Needs can have their achievements formally recognised in the same way as their mainstream counterparts.
Aims of the project:
1. To transfer the innovative methods and technologies for low cost certification that provides progression routes to European Qualifications Framework (EQF) qualifications for learners with Special Needs, especially those with disabilities.
2. To transfer greater understanding of the design and methods for assessing competence based qualifications structured in units of learning outcomes.
3. To test and evaluate the attractiveness of outcome based qualifications for learners with Special Needs, especially those with disabilities.
4. To support progression to the EQF with a VET e-learning programme for learners with SEN based on ECVET principles
5. To lower barriers to formal qualifications for learners with SEN, especially those with disabilities.
The key players in the consortium from ES, UK, NL, BE, BG, CZ haD specific interests and expertise in supporting equality for learners with SEN and disabled learners. Each member of the consortium has worked with at least one other member in previous or current projects. They represent a broad range of organisations and a good geographical spread across Europe.
Outcomes of the project
The project has supported the establishment of P-scale certification as a transnational provision, on the same footing as mainstream EQF qualifications. This is necessary to support Articles 13, 125-130, 136-145 of the EC Treaty and Directive, 2000/78/EC (the “Employment Equality Directive”).
The longer term aim was to achieve national level accreditation for a new qualifications framework, although it was possible to do it within the timescale of this project. A fully recognised certification framework under-pinning the EQF based on P-scales was the long term goal and this project started the process by transferring the innovative certification programme from the UK to partner countries.
The research activities
1. The identification of the key target markets for P-scale certification for disabled learners with SEN in the partner countries
2. To relate P-scale criteria to the VET structures of the partners' national frameworks where these exist
The Project was divided into 7 WorkPackages. The overall management method was based on PRINCE 2 (PRojects IN Controlled Environments) a successful and well known process-based method for effective project management. Sub-task themes run across the WPs, like Project Assurance, Project Support and Controlling Change.
Project Assurance provideed three views of assurance, business user and specialist. Each view reflected the interests of three Project Board members. Assurance was about checking the project remained viable in terms of cost and benefits, checking that the users’ requirements were being met, and that the project was delivering a suitable technical solution.
Project Support included administrative work, ensuring the technical infrastructure was reliable, keeping everyone informed, arranging meetings, keeping plans up-to-date, changing things up, keeping files, etc.
Controlling Change involved managing risk, managing quality, and controlling change. Risk Management was about working out what could go wrong and planning what to do. Quality Management had two dimensions: quality in implementing procedures and quality in the production of outcomes.
We have adopted the PRINCE2 technique of issue tracking using a ticketing system using Vtigercrm to manage the classification and actions to be taken for specific issues and risk taking. All partners have access to this so issues and their resolution were fully transparent to all using a web browser. All interim evaluation at the end of each phase have been published on the web site to further support transparency.
We have established new Centres for certification as well as using existing training providers including vocational schools, colleges and private providers for the target group. This was to enable the widest possible take up.

Short term impact:
-Teachers trained as assessors with a model that was rapidly scalable at low cost.
-Increased formal accreditation of target groups in schools and adult communities that didn't normally take up formal qualifications but were further motivated by doing so.
-The original INGOT model was scalable by requiring each certification Centre to have a Principle Assessor who is also an Assessor Trainer. Key indicators were the number of assessors trained and number of certificates issued which are readily available from the certification site and can be analysed by country. For this project the target was 20 new assessor trainers and 1000 new certificates.
-We hoped to achieve an EU standard for recognizing the achievements of learners with SEN and support pathways for these people into the EQF across Europe.
Long term impact:
-Enable large numbers in the target groups to attain accredited qualifications who didn't normally do so. This will enhance their self esteem and motivation to make further progress with some then accessing mainstream EQF qualification.
-We have contributed to improve quality of teaching and assessing through new European certificates that enable progress of learners with SEN to be monitored.
-After initial start with P-scales 6-8 in numeracy, literacy and ICT we have started spreading the provision to all appropriate VET-sectors (Cleanroom processing, Catering, Packaging, Order Picking, Cutting and Construction, Green Jobs, Working Safely, Facility Services) providing a focus for widening staff development of teachers and providing a greater range of rewards and recognition for learners.
