In the scope of the WELD TRAIN-HSE project and particularly according to what was foreseen in WP5 - Evaluation of pilot-courses and exam database – this report materialises an extra result, also related to the Project Quality Plan and Evaluation Strategy. It refers to the whole duration of the project (November 2012 to October 2014) – although it focus on the second year - and is based on the evaluation plan and indicators defined for both years of the project in the Project Quality Plan and Evaluation Strategy.
The WELD TRAIN-HSE project is varied and covers a wide range of activities integrated within an implementation schedule and a budget. Even though these characteristics have an effect on the evaluation, the basic principle of an evaluation remains the same: to ensure an optimal relationship between the goals to be achieved, at a reasonable cost, and the resources (human, technical and financial) that are used.
Taking these factors into account, the project’s evaluation strategy and consequent methodology is developed on an Internal Evaluation Approach (IEA). This methodology is mainly related to the monitoring of the effective implementation progress in comparison with the original work plan. Thus, the internal evaluation is considered to be a continuous process generated in real time by each project partner and was carry out based on the 3P evaluation model, which allows a tri-dimensional and ongoing assessment of project
progress: (i) process and project management; (ii) partnership; (iii) products.
Complementary, in this final evaluation stage of the WELD TRAIN-HSE project it was also included an exploitation SWOT analysis assessed by all partners.
