Le projet est conçu sur la base de grandes difficultés observées dans le domaine du développement des compétences pour répondre aux besoins du secteur du verre. Les programmes de formation traditionnels de l'enseignement secondaire ont une tendance négative observée dans l'enregistrement et ne fournissent pas toutes les compétences nécessaires pour travailler au sein de l'économie.
L'objectif du projet est de renouveler la norme professionnelle pour le métier de souffleur de verre et polisseur de verre, et par une intégration de l'économie et du secteur de l'éducation, saisir les opportunités et le potentiel de la région dans le domaine du développement économique. Le programme intègre les opérateurs économiques de la région qui ont besoin d'un personnel qualifié.
Le projet vise à offrir une plus grande flexibilité et la mobilité sur le marché du travail, et permettre un développement de carrière professionnelle et vie personnelle.
The challenge that the glass industry faces is the fact that virtually no younger generation, which knowledge could be transferred to, exists within the scope of basic vocations involved in the glass industry. The traditional secondary school programmes have been recording a negative trend of enrolment, and furthermore do not provide for every competency required for employment in the economic sector. In the long run the project provides for the competitiveness of the glass industry in Slovenia, despite globalization, and ensures jobs to workers. The purpose of the project was to restructure the glassblower and glasscutter vocational standards. For this purpose, we imported innovations and good practices from Germany, Italy, and the Czech Republic. More specifically, the goals of the project were to improve access to the formal education system, to alleviate the deficit in knowledge in glass-making companies, to educate about new technologies, and to be able to certify glass-making know-how acquired in an informal manner. This enables the preservation of workplaces in the glass industry. Simultaneously, the programme provided an opportunity for the reintegration of the unemployed and older employees into the labour market. The project directly improved the vocational education in the glass industry and promoted the collaboration between the PIU and the industry. The effects on national vocational education and training systems differ from the current systems and practices, and were be based on the successful implementation of activities aimed at expansion/utilization.
The project involved partners which are directly connected to the field of vocational education. The results of the project will after verification be used in national vocational qualification system.
The project results will be mantained: the professional standards and the catalogues of knowledge for glass blowers and glass cutters, the education programme, which will be the basis for obtaining the certificate of NVQ for glass blowers and glass cutters, the materials for the education programme which will be used by the participants in the future programmes, the partnership between Steklarna Rogaška, CPI and LU Šentjur is being kept at the transformation of the remaining professional standards in the field of glass industry.
The increasingly rapid economic development requires the development of new national occupational areas and vocational standards, as well as the development of new qualifications in new vocational areas.
The vocational standards and catalogues of knowledge for glass blowers and glass cutters, written in the area of all national vocational qualifications, have not been following the trends in economy for several years. The glass industry is longing for trained staff and due to restructuring in the glass sector, the professions such as a glass blower and a glass cutter are required. This poses a problem of potential redundancies as well as the question of the long-term business existence.
The partner glassworks Steklarna Rogaška expresses a great need for skilled glass blowers and glass cutters. Special glass skills have been upgrading and developing for many years – mainly orally, transmitting from the older to the younger generation. The challenge the glassworks Steklarna Rogaška mainly faced is that there is practically no younger generation in basic glass professions to which this knowledge could be transferred. Glasfachschule Zwiesel is a Center of competence for vocational training in technique, handcraft and design in glass and optic with complete equipment for hot and cold glass. The production of glass and the education in the glassware field are very well developed in the Czech Republic. The regions of Bohemia and Silesia are world-famous centers of glassware. The Italian glassware area was dealing with similar problems a few years ago, but at this time, they have been successfully overcoming them due to the retraining of staff, master craftsman exams and a strong relationship with educational institutions.
In the preparation of vocational standards in Slovenia the fundamental European documents were: the Copenhagen Declaration and Maastricht Communiqué, Lisbon and Gothenburg strategy are also considered. The programme followed the strategic guidelines (Order No. 1720/2006/EC of the European Parliament and of the Council, 11/15/2006, Chapter III, Article 25),
It also took into account the European policy which refers to human resource development.
The project was an added value to the development of human resources for living and working in a knowledge-based society, with the modernization of education and training systems as well as the promotion of lifelong learning.
