Le projet vise à développer une structure de formation professionnelle pour le secteur de l'efficacité énergétique par le transfert des méthodes des initiatives de Leonardo précédents comme les projets de EUVET SOLTEC et de la biomasse.
Sur la base de ces expériences antérieures, EFFIVET est d'identifier les compétences et les compétences doivent être couverts par la formation, et adapte les outils développés dans le projet SOLTEC d'obtenir un profil de compétences, un programme de l'UE, et une structure de qualification pour le secteur de l'énergie de l'efficacité.
Le consortium, coordonné par le Pôle énergie Estrémadure, est composé de 8 partenaires de 6 pays (Espagne, Croatie, Allemagne, Roumanie, Malte et Chypre).
On November 2012 the Directive 2012/27/EU on Energy Efficiency was approved. This Directive established a common framework of measurements for the promotion of EE within the Union, and also recognized that there was a lack of specific qualification for carrying out energy audits and energy management.
EFFIVET project defined several objectives whose fulfilment is reviewed below:
-To develop a VET structure for the energy efficiency sector which allows to establish a qualification system for the future, in accordance with the needs of the market: The VET structure for the energy efficiency sector was properly developed. This document was included in the Training Guide, which is defined as the main result of the project and compiled all developed documents: Energy Efficiency European Qualification Structure, European Curriculum, Learning units and Multinational Glossary. This document had the expected quality and was developed in accordance with the detailed definition of the expected knowledge, skills, competencies and learning outcomes obtained in the course of the project.
-To transfer methods, developed in previous Leonardo Projects, for the identification of needed skills, participation of employers and use of common European tools: The project worked on the previous experiences (LEONARDO project, SolTec) and identified skill and competences needs to be covered by training, and adapted the VET tools developed in the context of the Solar Energy Sector, to the Energy Efficiency sector.
-To support the implementation of the "New Skills for New Jobs" strategy by improving the competences and skills of the EE sector as part of the new “green job” market: The project helped to professionalize the energy sector through improving training and standardization of certifications in Europe.
-To boost the development of the European Energy Efficiency sector by the skills and competences in the field of energy efficiency: The EFFIVET project has succeeded in developing the skills profile and European CV, which is a clear contribution to energy efficiency industry, allowing other member states to use the elaborated products.
-To foster the relationship between training and working life to vocational training institutions more responsive to market needs: The EFFIVET project was a clear example of collaboration among training companies, energy companies, and national qualification institutions, to meet the real needs of the market.
All project partners joined forces for this great project met its goals of improving the abilities and skills in the energy efficiency sector, which are required today and have arisen from the need to develop “New skills for New jobs” in a growing green market.
The three major achievements of this project are:
-Creation of the “Competence profile”: It gathered the existing lacks and training needs, focusing on removing the barriers to unify the energy efficiency VET and energy efficiency labour market.
-Definition of an European curriculum : It was based on the competence unit assignments and the learning outcomes that were compiled in the Competence profile.
-Development of the Training guide: It was the main result of the project summarizing the training process collecting of the deliverables in a single document: European Qualification Structure for Energy Efficiency Manager, European Curriculum, Learning Units and Methods of assessment, and Multinational Glossary.
The response received was very positive for both public and private institutions who showed interest for further education and knowledge in the field of energy management. For instance, there are specifically five universities in Malta and Spain already working in the integration of EFFIVET training within their programs and courses. On the other hand, in countries like Germany or Croatia there are companies very interested in implementing this structure in their existing trainings, indeed in Croatia is expected that people and companies in the sector start applying EFFIVET resources to their own strategies in the coming months.
Afterwards, the most important outcome of the work done was that each of the EFFIVET partners developed a strong commitment to disseminate the tools and knowledge resulted. Thence, they all designed a set of activities and strategies in order to promote its importance internationally and especially raise governments’ awareness on the importance of a new qualification structure for the energy manager jobs.
With the EFFIVET results partners expect drive the growth of the energy efficiency sector by ensuring a development of highly trained and updated human capital.
