Le projet porte sur le décrochage scolaire précoce à travers un parcours de formation basé sur les processus d'apprentissage en contexte interculturel. QPA est basé sur les études et les essais effectués par le groupe de travail du prof. K. Polacek, qui a développé une théorie innovatrice sur les bases fondamentales des processus d'apprentissage et créé un outil psycho-éducatif tout aussi innovant.
QPA identifie et développe des moyens pour soutenir et motiver les élèves de la EFP initiale à risque de décrochage scolaire précoce, y compris les étudiants issus de l'immigration ou de milieux Roms, à réaliser leur potentiel éducatif.
Le but de la proposition est de transférer le QPA dans les matières du programme des écoles partenaires et, à moyen terme, aux réseaux régionaux et sectoriels dans leurs pays.
Le projet comporte 8 écoles secondaires supérieures et CFP en Italie, 2 en Espagne, 1 en France, 1 en Belgique, pour 500 élèves, avec une participation de 60 enseignants.
The reasons for transferring the contents and results of the QPA were:
- A considerable number of iVET students do not complete their training programme and are at risk of early school leaving (ESL);
- The inadequacy at European level of acceptance in class of students from different cultures and languages, including students with migrant or Roma backgrounds;
- Teachers and trainers are not sufficiently prepared to face the problem of dropouts from iVET, especially in educational and training intercultural contexts.
The aims of the proposed transfer were:
- To reduce the number of dropouts in iVET through the dissemination of the contents and methods used in the original project.
- To develop innovative practices in iVET systems to tackle ESL;
- To enhance the capacity of teachers and trainers to work in intercultural contexts.
The QPA method is based on the studies and tests carried out by the working group of Prof. K. Polacek who developed an innovative theory on the fundamental bases of learning processes and created a psycho-educational tool just as innovative (QPA) which allows worldwide sharing of criteria to assess how learning processes work in relation to students of all nationalities, identifying their resources and the most effective way to strengthen them. The QPA method has identified and developed ways to support and motivate iVET students at particular risk of ESL, including students with migrant or Roma backgrounds, to fulfil their educational potential.
The transfer of the educational pathway included its adaptation to educational and training systems, to various contexts and to the needs and requirements of cultural, linguistic and socio-economic target groups, including the use of ICT.
The Consortium was composed of 12 partners: ISF, Applicant Co-ordinator, 5 Core Partners and 6 Associated Partners. Lazio Regional Education Office of the Italian Ministry of Education supports the project, with the designation as core partner the Lyceum L.B. Alberti. Two associations representing non-state schools participated in the Consortium: FIDAE for Italy; ASSEDIL for Europe and for the Middle East. The Ramon Llull University in Barcelona and the FORTUNE Interuniversity Consortium in Rome were core partners in the project as well.
In terms of impact, the Project involved 8 upper secondary schools and VTCs in Italy, 2 in Spain, 1 in France, 1 in Belgium for a total of 500 students, with an indirect involvement of almost 60 teachers and trainers.
The project aimed to tackle students' problem of drop-outs from initial vocational education and training (iVET), primarily migrant or Roma backgrounds, through the transfer of the QPA method in Italy and abroad, by bringing its contents and tools of application in educational and training systems of partners’ original countries.
The project aimed to:
A. support learners in developing awareness of their own learning processes and iVET teachers in acquiring and using of knowledge and skills to promote a "diagnosis" of the risk of early school leaving, creating the conditions for prompt intervention and effective;
B. facilitate the development of innovative practices in iVET to systematic data collection and data analysis within ESL project to promote a wide dissemination of good practices of tackling;
C. promote a comprehensive tackling strategy that, working on the learning process of each student, was suitable to be generally applied, as it fit in educational standard activity, promoted transversal and, above all, basic skills (learning to learn, social and civic competences, sense of initiative and entrepreneurship, cultural awareness and expression). It was intended to combine educational and training systems with the labour market needs, as explained in the Commission's "New Skills for New Jobs" and "An Agenda for new skills and jobs - A European contribution towards full employment", within the new framework document "Moving Youth into Employment" and "Rethinking Education strategy: investing in skills for better socio-economic outcomes".
The objectives were framed in 2013 Community strategic priorities which underlying strategy was to reduce early school leaving into iVET. In fact, the project promoted:
- the QPA method to support and motivate iVET students at particular risk of ESL, including those with a migrant or Roma backgrounds, to achieve their educational potential;
- the transfer of learning strategies and methods that help iVET students at risk to retain their motivation and to complete education and training.

Product 1: Network. By its own original constitution, the project depended on the partners' net that supports it. The network was active from the beginning of the project and will continue after the end of the project (EN).
