Es wird bei der Entwicklung von Allgemeinmedizin / Familienmedizin (Hausarzt / FM) Lehrer Kompetenzen Beurteilungsprozess zielte darauf ab, eine stärkere Harmonisierung und Konvergenz der GP Lehrer Kompetenzen auf europäischer Ebene zu gewährleisten.
The Project was aimed at development of General Practice/Family Medicine (GP/FM) teachers competencies appraisal process to ensure greater harmonisation and convergence of the GP teachers competencies at the European level.
The importance of GP/FM as a pivotal part of primary health care systems is widely recognized all over the world. Specialty training and continuing education for European GPs is a crucial matter due to upcoming medical and demographic challenges as well as due to growing scale of medical workers mobility across EU countries.
The project was a continuation of the previous one (no. 2010-1-PL1-LEO05-11460) and was run by 7 organizations. All of the project partners organization have great experience in GP education projects, employ highly recognized European experts and have both organizational as well as financial resources to ensure realization of the project objectives and guarantee long-term sustainably.
The project was aimed at provision of properly evaluated, high quality and formally accepted tools for appraising GM/FM teachers competencies. The connection with the previous project was crucial – its product: The “Framework for Continuing Educational Development of Trainers in General Practice/Family Medicine in Europe” provided the description of GP/FM teachers competencies at different levels whilst developed and implemented the “Leonardo-EURACT courses” provide practical opportunity to acquire the specific competencies. The current project provides tools for the teacher to measure and benchmark his/her level of competence.
The project activities were focused on development of the set of products (see section – product information) which constitute a comprehensive set of tools for appraising and certifying the level of General Practice/Family Medicine teachers' competencies. The producs development process included active partners involvement as well as several piloting activities. All partner organization are involved in GP/FM training process due to their statutory objectives and employ highly recognizable European experts in the field of Family Medicine education. Each product development process included experts consultation phase and evaluation.
The project consortium put great emphasis on the project dissemination strategy. Thanks to EURACT (one of the partners) capacities the dissemination strategy could focus on long term effects and link the exploitation of the results of both the current project as well as the previous one no. 2010-1-PL1-LEO05-11460 (which product were the Framework Document and Leonardo-EURACT courses materials). EURACT has Council representatives in more than 40 European countries and stable financial position (can finance the project related activities also after the project completion). The dissemination of all products built a comprehensive structure for improving the expertise of European GP teachers, with both the tools to acquire competencies (the Leonardo-EURACT courses) as well as the tools to appraise the actual level of competencies achieved (result of the current project) using a common European competency Framework.

The project tangible products include:
• A Template for use in the appraisal of portfolios of teaching expertise (WP3), which provides indicators and criteria for an appraisal process at the two levels: ‘Competent’ and ‘Expert’ teacher. For both levels the Template provides the description of what competencies are required from the teacher and lists the types of evidence confirming achievement of the competencies.
• An Electronic portfolio of evidence of teaching performance (WP4), which operationalizes the comprehensive and complex structure of the Template into a simple, user friendly web based tool. It includes all indicators, criteria and standards used in the appraisal process and it enables the on-line collection of evidences by applicants and their assessment by appraisers.
• A Handbook for applicants - Document describing the process of appraising the level of expertise in GP/FM teachers (WP2), which in addition to being a manual for General Practice/Family Medicine (GP/FM) teachers interested to participate in the appraisal process, it provides background for its origin. It also summarizes the methodology for the development of the appraisal system for GP/FM teachers in Europe.
• A Handbook for appraisers (WP5), which includes standards and methodological guidance for the appraisal process and it also constitutes a reference document for potential appraisers.
