Summary As Norway has a long history of recognising “Real Competence” and validating non-formal and informal learning, the project aims to transfer the expertise developed by Borgund VidareGåande Skole to the consortium in order to develop a European-wide validation of informal and non-formal learning.Transfering the expertise developed by Borgund VidareGåande Skole, the project intends to- Review the NQF standards used for Construction and Healthcare which most reflect industry needs regarding non-formal and informal competences - Develop the expertise of BVGS in assessing competences of workers without formal qualifications in order to determine and benchmark common criteria on which the assessment will be based- Promote the use of new ICT technologies when assessing these competences - Pilot the assessment, potentially in four of the partner centres- Award to this assessment an internationally recognised certification through ISO 17024This will be done by 1. Raising institutional awareness for the acceptance of competences aquired through non-formal and informal learning(ILE Berlin, IB)2. Developing a procedure for the assessment and validation of these competences, defining common criteria for recognition and benchmarking them in line with EQF (Borgund VGS, SOL, Les Compagnons, ILE Berlin, IB, TTI)3. Presenting evidence of personal competences using ICT (ILE Berlin)4. Ensuring the validity and reliability of this assessment by the use of a third party personal certification system based on the international standard ISO17024. (TTI)
Description The project aims to develop tools for the assessment of non-formal and informal learning so as to facilitate mobility and respond to the current needs of individual workers, of companies and of potential employers. As recommended in the European guidelines for validating non-formal and informal learning (Cedefop 2009) the methods used will in essence be the same as those used in assessing formal learning but they will have to be extended in a way which reflects the individual specificity and non-standardised character of non-formal and informal learning.The project intends to- review the NQF standards used for Construction and Healthcare which most reflect industry needs regarding non-formal and informal competences - transfer and develop the expertise of BVGS in assessing competences of workers without formal qualifications in order to determine and benchmark common criteria on which the assessment of such competences will be based- promote the use of new ICT technologies when assessing these competences- pilot the assessment potentially in four of the partner centres- award to this assessment an internationally recognised certification based on ISO 17024. Employers need a reliable assessment of the skills acquired outside formal training, whether it is to find at European level new employees with the required competences or to confirm the suitability of an employee for a change of duties in the workplace. Employees need an assessment of the various skills they have acquired in addition to their professional qualifications, which will carry international recognition and may improve job opportunities at home and at European level.The partners see the cooperation between the labour market and VET as essential to understanding their respective needs. With increased globalisation, all partners face the fact that the labour market is driven by the demands of industry and that their provision of training and qualifications must take account of this demand and include the assessment and certification of the technical and soft competences acquired through non-formal and informal learning.

Product information The product will be an evaluation procedure, certified by the ISO 17024 norm. It will allow the beneficiary to have all, or some of his competences evaluated, validated and certified. It will be useful for experienced workers without diplomas. It will also be useful for employers, as they will be able to find exactly the profile that they are looking for, defining with us beforehand the "cocktail" of competences that they look for.
