Title Development of a common PACT Framework
Product Type procedure for the analysis and prognosis of the vocational training requirement
This framework will allow
a) to share definitions among the different actors involved, i.e. agricultural VET providers, labour market and VET policy makers,
b) to create a stronger link between emerging job profiles (JP) and training opportunities with the aim of reducing the mismatch between the labour markets’ needs and existing VET opportunities,
c) to modularise future training and hence facilitate various combinations/reuse and make it more adaptable to both personal needs of learners and emerging needs of the agricultural labour market.
The framework will be based on the core concepts of ECVET and defines structured units and descriptions of learning outcomes as the core denominator between JP and TO.
ACT will involve a broad range of bodies with different functions in the national agricultural VET and qualifications' systems. Depending on the national system, the same function (e.g. design of qualifications and of units) may be the responsibility of different types of actors (e.g. national or regional ministries, social partners, VET providers): Therefore ACT had clarified the situation in the four partner countries before the consortium building with regard to the national agricultural VET and qualifications' systems to involve all relevant stakeholders (VET providers, labour market and agricultural VET policy makers) in the ACT consortium as described in the section about the consortium as a whole.
