Marketing Text ECVET STEP contribue à faire l'EFP plus flexible et reactive à l'évolution des besoins du marché du travail. Les acteurs de l'EFP seront amenés à "suivre l' ECVET STEP", par un cadre operationnel et transferable pour l'adoption et la gestion du processus ECVET.Cette approche permettra aux acteurs qui sont attachés à la formation professionnelle, à travers l'Europe, à comprendre et profiter les avantages de l'ECVET, à partir de leur point de vue; de suivre leur performance et controler la qualité de son integration dans les processus et le flux de travail existants. ECVET STEP repond à l'exigence d’une haute priorité pour le renforcement de la formation au parcours vers l'emploi, qui commencera par l'agriculture et étendra à d'autres domaines et secteurs.Le projet expose les principaux aspects novateurs, tandis que, en dehors de soutenir l'adoption d'ECVET, il sera également fournir une infrastructure pour le developement des services en ligne pour faciliter le processus ECVET.
ECVET STEP aims in making the best value of the ECVET system, facilitating the transfer, accumulation and recognition of credits and learning outcomes or competence acquired otherwise between countries, thus promoting mobility learning in VET. Towards this aim, the main goal of ECVET STEP is to bridge the gap between descriptions of job profiles and training opportunities, while at the same time promoting mobility of people engaging in VET activities. ECVET STEP aspires to support organisations to “take the ECVET STEP” by following a step-wise, quality-controlled approach in adopting ECVET.
ECVET STEP aspires to build a harmonization basis, combining ECVET with other leading European instruments and valuable outcomes of European standardization and LLP projects to develop (1) an operational and transferable framework for managing the ECVET process, for all VET stakeholders, starting from the agricultural domain but ranging to other domains and sectors (2) design patterns for reusable units of learning outcomes associated with credits and methods for assessment, validation and recognition, covering the perspectives of different stakeholders and different contexts including formal, non-formal, informal VET activities and (3) valuable technology based solutions and services.
The expected benefits for European citizens, being life-long learners engaging in VET activities with trans-national mobility are equally important, ranging from enhanced possibilities to expand and enrich their professional competence, to opportunities for individualisation of their learning paths and integration of internationality in their personal study plans, enhanced quality of mobility and easier to validate competence acquired abroad, easier job hunting across Europe and, generally, a more transparent and understandable system for life-long personal development and matching of preferences with existing job opportunities.
ECVET STEP will focus on the development of an ECVET Capability Maturity Framework (CMF) which will allow VET-related organisations and individual actors across Europe, starting from the agricultural domain but ranging to other domains and sectors, to understand and reap the benefits of ECVET from their perspective as well as to track their performance and to assure and control the quality of the integration of the ECVET system into their existing processes and workflows. In essence, ECVET STEP will support organisations to follow a step-wise, quality-controlled approach in adopting ECVET. In order to further facilitate organisations to “take the ECVET STEP” the project shall build upon a design patterns approach, developing shareable and reusable units of learning outcomes (RULOs). RULOs shall contain descriptions for the components of the qualification consisting of a coherent set of knowledge, skills and competence which can be accumulated, assessed, validated and transferred according to specific rules, criteria and credits. A methodology for creating RULOs in such a way that they are reusable and sharable across different domains, educational levels and contexts (formal, informal and non-formal) shall be described. This methodology will present a set of “design patterns” for the creation of RULOs, as well as a quality-controlled process for creating new design patterns and further evolve existing ones. Last but not least, the ECVET CMF and the RULO methodology will incorporate an ECVET Quality Assurance Specification that shall define quality criteria for the application of ECVET to sectoral and trans-sectoral qualifications and other VET-related instruments involved in the ECVET processes and workflows.
In essence, the ECVET STEP instruments will form a solid foundation for the development of transparent and comparable descriptions not only of lifelong learners' achievements (qualifications as well as learning outcomes) but also of their goals, of VET and employment opportunities as well as of recruitment needs in the agriculture and other sectors. It will contribute to making definitions of learning outcomes reusable and accessible across learning and recruitment information systems, thus facilitating the development of IT tools and services related to the generation of personal profiles, achieved learning outcomes and competences, etc. The outcomes of this effort will facilitate the bond for the actual building of effective pathways between training and employment through technology based solutions and services.

Product information ECVET STEP will develop (1) an operational and transferable framework for managing the ECVET process, for all VET stakeholders (2) design patterns for reusable units of learning outcomes associated with credits and methods for assessment, validation and recognition, covering the perspectives of different stakeholders and different contexts including formal, non-formal, informal VET activities and (3) valuable technology based solutions and services that will facilitate the ECVET process and the specification of reusable units of learning outcomes, while at the same time enable the management of ECVET related evidence and form the technical basis for the actual building of effective European-wide pathways between training and employment opportunities.
