Marketing Text PROVIDE stands for PROmoting the Validation of Informal and Non-formal Learning and the Development of Key Competences for Professionals in Vocational Education. The professional development and the improvement of the quality of adult learning staff have been recognised as a priority at European level. However, at European and national levels there is not always a clear view of the competences needed to fulfil the professional tasks in vocational and adult learning, partly due to the diversity of the field. To respond to these needs, the project developed specific measures, instruments and strategies for promoting the recognition, validation and certification of the competences acquired in non-formal and informal settings and contexts of educators in AE and VET.
PROVIDE aimed to merge two approaches, i.e. LEVEL5 and KCAE, and to transfer the emerging approach to the professional practice of educational staff in vocational training (teachers, trainers, tutors and school/institution managers etc.)
More precisely, a competence based learning system for educational professionals was developed that allows for acquiring and validating key competences in different learning contexts, be it in continuing vocational training for
educational professionals or at their work place.
The project PROVIDE aimed at combining both targets: 1. continuing professional development and 2. the improvement of quality
For this purpose an overarching approach was introduced promoting both the development of key competences for professionals in vocational education and the validation of these competences.
PROVIDE is based on the practice transfer and the combination of two innovative approaches:
• the Competency Framework for Adult educators developed in the study (KCAE), financed by the EAC and finalised in 2010, and
• the LEVEL5 system to validate learning outcomes that has been developed in 4 Socrates/GRUNDTVIG projects.
Starting from a stocktaking phase the project developed its two strands: competence based education and validation. The competence framework, consisting of 19 key competences for educators was transferred into a competence based learning approach for VET professionals. Parallel, the validation approach, developed by a European network (REVEAL/blinc) group was adapted to these key competences.
The combination of both approaches resulted in a holistic continuing professional development system (CPD) that was piloted in the participating partner countries. The CPD itself took place in all kind of learning modalities, be it “traditional” further education courses or rather self-directed learning on the job and/or validation offers.
Before the piloting, PROVIDE project partners organised a European course involving more than 30 participants from all partner countries and beyond that were trained to apply both approaches in their organisations. The subsequent practice phase was carried out on a national level with support by the PROVIDE team.
The approaches were thoroughly evaluated, discussed and finalised.
Project approaches, systems, instruments and materials have been widely disseminated and valorised on regional, national and European levels through the professional networks of the partners.
The project consortium consisted of seven experienced organisations with a large professional scope from Austria, Bulgaria, Germany, France and the Netherland.
