Title Transfert d'expérience dans la conception d'une formation orientée vers l’économie et basée sur le travail dans les structures des systèmes de formation professionnelle orientée vers les systèmes scolaire
Project Number DE/13/LLP-LdV/TOI/147 629
The EU Strategy 2020 gives great importance to improving the quality of vocational training. All citizens should get an education which improves their employability. The activities for the development of VET are oriented to these guidelines. For the national systems this means that qualification programs must be more oriented to the economic needs. This requires to improve the cooperation between VET providers and labor market. VET programs must contribute to impart knowledge, abilities and competences which correspond to the job profiles requested by economy.
The project pursued the aim to enhance the collaboration between VET providers and enterprises in the chemistry sector in Poland and Czech Republic.
A dialogue among VET providers, economy and VET institutions was initiated. The economic world expressed its expectations (which competences must graduates have?). Some concepts which contribute to get the education closer to the economy in both countries (PL, CZ) were developed and tested. Possibilities to gain work experiences already during the vocational training were opened up and developped. According to this approach, there is a possibility to lower youth unemployment rate.
In the consortium were represented some VET providers of the tree partner countries, economic bodies, VET authorities and school administration as well as actors of the European labor market (CEFIC).
The Projectleader QFC and the SBG represented in the partnership the German VET system, whose experiences in shaping an praxis-oriented VET were opened up for the partner countries.
The transfer project was based on experiences which have their origin in the structures of the dual system of VET in Germany. The German partners of the consortium brought their experiences in the partnership. The Polish and Czech partners went into it, identified which experiences can give an impulse to further develop the respective national system and used them to transfer these experiences in their local environment.
The project aimed to intensify the dialogue between the structures of the economic world and the VET providers. The enterprises expressed their expectations about the learning outcomes (competence-profile), which VET graduates should have once they finish the training. Teachers were urged to consider these expectations and to look for innovative approaches to improve the professional training level. They analysed some experiences of the German partners about the cooperation between VET providers and economy and examined to what extent part of them can be made accessible for their own systems.
The kick-off meeting took place on the 7th and 8th November 2013.
The partnership analysed the VET-systems in the chemistry sector in Poland and in the Czech Republic and the corresponding statistics were compiled in a document.
Country-related methodological -didactical working groups were built. This networking consists of teachers of the schools, representatives of companies and representatives of the national education institutions. These working groups analysed methodological-didactical approaches in Poland and in the Czech Republic, as well as exemplary working tasks in the school for chemistry laboratory technicians and operators. The project partners also registered some exemplary working tasks, which were used in the enterprises, thanks to a questionnaire (qualitative survey).
This analysis were used as basis for the development of new pedagogical concepts in form of learning outcomes units, correspondently to the experiences and results of former projects that were transferred to Poland and the Czech Republic.
Simultaneously, the partnership conducted a further survey among enterprises in order to understand the requirements of the world of work to laboratory technicians and operators in the chemistry sector. The aim was to collect information as a guide for the development of the pedagogical concepts in consistency with the necessities of the world of work. The results of this survey were published and widely disseminated to various stakeholders (schools, VET providers, companies, social partners) in the form of a handout and of a newsletter.
The partnership also conducted a SWOT Analysis of the previous VET courses, in order to see how far the courses can face the new challenges and how the results of the project must be developed, so that they can be actually used. According to the results of the SWOT analysis, the partnership elaborated a paper to state its position about what needs to be changed, which are the difficulties in the present VET system and what potential is available to address these difficulties and improve VET.
During the second year of project, the working groups – with the support of a scientific organization – finalized and tested the developed VET concepts. The evaluation of this work was registered in an evaluation report and the transfer-related activities and results were documented.
The whole project and the single results were widely disseminated through newsletters, internet, direct contacts with stakeholder and networking activities. In order to improve the knowledge of the dual system and to strengthen the cooperation between VET providers/schools and companies in Poland, a workshop for Polish representatives of industries and social partners was organized in November 2014. Two main dissemination conferences were organized respectively in Prague on 10th June and in Wloclawek on 25th September 2015. The results of the conference in Prague were documented in a brochure and the ones of the conference in Wloclawek were published on the social media pages of the Kuyavian - Pomeranian Center for the Education of Teachers and of the Kuyavian – Pomeranian local administration.
