Marketing Text Based on discussions on workshops and on experience of project partners which are involved in Rules teaching, decision of methods of developing and delivering the training tasks, as well as methods of assessment was made.
A review of state of art literature in competence based and vocational learning is taken as the first step. Partners decided that the best method to learn Rules is to use pre-prepared scenarios. Part of scenarios would be real life collisions analysed in this project and where applicable, would be in animated form.
It was decided to apply multimedia learning techniques in the development and delivery of training courses. Training course will be an online learning course, which will support self-learning. The course can be used to support blended learning, distance learning or classroom learning supported by Rule expert teacher.
The final decision about method and methodologies was made by Steering Committee. The Steering Committee members decided about methods/ methodologies with due regards for the identified training needs and current tools for development and delivery of training modules.
Once decided about using scenarios as learning method, partners discussed about preparation of the training material and was discussed as to how the
scenario will be created.
At the beginning, scenarios for Rule 15 – Crossing situation were prepared, which were discussed between partners and after discussion it was decided how to prepare scenario template for all other Rules.
Refinements of the scenario are being developed considering & evaluating the strength(s) & limitation(s) of previous each methods, e.g. adaptation of M’aider
(2009-11), e-learning and e-assessment process for the production of training modules. Also, experiences from e-gmdss training module were used. For all scenarios simulation on NaviTransas Professional 5000 navigation simulator will be done, and recorded materials will be used in preparing Rules learning eplatform.

Area of application This deliverable carries major importance as the methods and methodologies agreed in this document will be base for developing collision case scenarios and turning scenarios into e-learning platform.
