Marketing Text ISO CONSTRUCT vise à améliorer les compétences professionnelles des travailleurs non qualifiés et peu qualifiés dans l'industrie de la construction européenne. Le but de ce Project est la certification selon la norme ISO 17024:2003 qui est internationalement reconnu. Ce projet s'appuie sur un projet précédent de l'industrie métallique (ISOQUAM) et transfère les résultats dans le secteur da la construction. Le consortium est composé de huit institutions partenaires de 5 pays européens.
Summary The ISO CONSTRUCT project aimed at the challenging situation in the European construction sector which is basically fully with low skilled and unskilled workers. For these professions / wokrers the current discussions around accreditation and recognition of competences and skills within the EQF and NQFs do not offer any appropriate solution since all approaches for recognition and accreditation of professional competences and qualifications are aiming at EQF level 3 and higher. For lower levels of skills no such mechanisms and systems are provided by most of the VET systems in Europe. This leads to the fact that it is not possible to recognise competences gained through non formal and informal learning in daily working life for these professions leading into a hindered mobility of workforce and lowest chances on the labour market during crisis times.
The ISO CONSTRUCT project therefore transfered the very positive experiences and outcomes of the ISO QUAM project which has developed an approach for worldwide accreditation of personal professional competences on the basis of the ISO 17024:2003 competence certification schemes which is the only internationally standardised competence certification approach in the metal industry from this sector to the European construction sector. The aim of the project was the adaptation of the approaches to the requirements and frame conditions of the target sector and the test implementation of an ISO 17024:2003 based certification scheme for low skilled workers in the sector and to provide for the first time a competence certification based on an international standard for workers in this sector and so improving their workforce mobility and chances on the labour market with an internationally recognised competence certificate in hand.
The main outputs of the project are: competence matrixes for basic skills , comptence certification schemes for skills identified including all support, examination and recognition documents based on the standard ISO 17024:2003, a test and validation phase in 5 countries with 100 participants leading to validated and final versions of the project outputs. These core results are supported by a project website, dissemination materials and a comprehensive exploitation strategy for sustainable use of the results in the sector for the benefit of the target group and the businesses. The projects short term impact is the certification of 100 low skilled workers in the construction sector who received the possiblity to have their mainly informally gained competences recognised on basis of an international standard.
A convergence strategy for EQF and NQF will allow a smooth embedding of the results into the national VET systems and an innovative completion of it. The elaborated certification material is available in English and all partner languages.

The project ISO CONSTRUCT was aiming at providing low skilled or unskilled workers in the construction sector with an approach for certification of their personal professional skills and competences (mainly acquired through on the job training and other non-formal or informal ways) on the basis of the worldwide recognised approach of the norm ISO 17024:2003.
Adaptation of a competence matrix for low skilled and unskilled construction workers
