Marketing Text Much attention is paid to the creation and the implementation of a solid structure of a quality system for VET providers to manage their performance according the EQAVET framework. Once a system is implemented, the performance of the provider may be assessed by peer review and/or external assessment. Frequent external assessment shows that many VET-providers face the challenge to maintain their performance according EQAVET requirements on a daily basis. Studies show sustainable quality services are strongly influenced by the professionals (= teachers). The DeSqual-project aims to adopt, to adapt, to carry-out and to evaluate (parts of) existing successful and comprehensive training program for professionals working in organizations providing VET-services for people with disabilities, so the individual quality behavior of professionals, the quality awareness of all workers and the quality culture in the organization for VET providers for PWD will be enhanced and improved.
Summary The DeSqual-project aims to adopt, to adapt, to carry-out and to evaluate parts of an existing succesful and comprehensive training programme (i.e. results of NLQAVET programme) for professionals working in organisation providing VET-services for people with disabilities, so the individual quality behaviour of professionals, the quality awareness of all workers and the quality culture in the organisation for VET providers for PWD will be enhanced and improved. The training programme will be used by those VET-providers who have successfully implemented the EQAVET framework in their quality structure/quality system.
The project aims to create sustainable quality development in VET providers for people with a disability by enhancing, improving and increasing the quality awareness, quality culture and quality behavior of staff in these VET provisions. This will be achieved by applying (and adapting) existing (and successful) programs which have been developed for VET-sector (NLQAVET) and other sectors (APQ - SINASE). Based on these existing programs, a tailor made training program will be designed for each pilot (VET-provider). This program will be based on a needs assessment in which contextual and cultural diversity of the pilots will be identified so they can be taken into account while designing the curriculum and selecting the materials / workshops.
The training programs will be executed by key staff of the pilots (manager level) who will act as consultants in their national language. These staff members will be equipped with the needed skills and competences in 'Train the Trainer-program' so they can carry out the curriculum. The consultants will share and calibrate their skills, competences and experiences in a session half-way the program.
The outcomes of this process of bench learning may have impact on adjustments in the training program.
An effect evaluation will be carried out so evidence can be provided in creating an increased and improved quality culture and quality awareness and quality behavior of staff. Also audit reports of the external assessor will be reviewed in order to investigate if the VET provider has created a more sustainable quality development compared with the recommendations in former reports.
VET-providers will improve the quality of the VET services by the implementation of sustainable quality development based on the EQAVET framework in their VET-services. Know-how and experiences of expert partners and sub-contractor and practice experiences of the former LLL-project (NLQAVET) will be brought in as expertise. This addresses the priority: sustainable quality development in meeting EQAVET requirements.
VET-providers will also increase their capacity and competences to enhance their quality culture, quality awareness and quality behaviour of staff which facilitate the sustainable implementation of the EQAVET Framework.
VET-providers will exchange knowledge, experiences and examples of good practice through bench learning activities which facilitates the effectiveness in implementing the aims of the training programs.

Project partners will identify and determine working definitions and Key Success Factors for the concepts Quality Awareness, Individual Quality Behaviour and Quality Culture. Based on this the partners will identify measures to influence Quality Awareness, Quality behaviour and Quality culture.
The project partners will develop a methodology / instrument for needs assessment of the VET provider. This tool will be based on method of self-evaluation. The outcome will be addressed in the tailor-made curriculum for VET-providers. Information of the needs assessment will be collected among the 10 pilots. The collected information will be the input of the design of the curriculum.
In the curriculum the following issues will be addressed: identifying overall aims and tangible objectives; identifying methods / techniques which may be applied for influencing awareness, behavior and change in culture; identifying types of intervention and designing a interrelated modular program for VET-providers (4 days program). The elements of the 4 days program will be composed from the expertise of the partners (APQ – SINASE). In exceptional cases limited number of additional training elements may be developed. (based on the results of the needs assessment).
• For facilitating and implementing the curriculum to VET providers, the project will design a 2 days Train-The-Trainer Program (TTTP): a training program for quality consultants that will carry out the curriculum to VET-providers.
• In order to improve the accessibility of the tailor-made-program, the project partners will contribute to the translation of the training materials, exercises and back ground information into the languages of the pilot sites.
• An ongoing process of giving practical information through the project period from each national process at the project web site and the web sites of each partners relevant national website will be part of the dissemination activities.
• Project partners stakeholders will be invited as observers to the project meetings which will be held in the different countries throughout the project period.
• Project web site will be continually updated though the project period.
• Publication(s)/press at national and international level will be provided.
• The final conference will be an important milestone for the dissemination of the results.
