Summary The COMETA project aims to develop and implement a credit transfer system based on ECVET for learning outcomes transversal to a cluster of professions of the care sector. The system will therefore allow the mutual recognition of credits which can be used to achieve the qualification required in the country/region of destination, notwithstanding the type or level of training attended in the country/region of origin. Therefore, the project will promote transparency, transferability, validation and recognition of learning outcomes achieved by individuals in different learning contexts (formal, non-formal and informal)and in different countries.
Social and health services constitute a booming sector, in terms of both economic growth and job creation. Due to demographic change, many countries rely on foreign workers to fill the existing employment gaps in the social and health care sector and. On the other hand, there are substantial differences between countries in the training of care workers in similar occupations. These difficulties to compare competency requirements and qualifications, makes cross-national movement of skilled staff a near-impossibility, especially from those countries with less regulatory demands to those where professional qualifications are more precise. As a consequence: (a) workers who intend to move to another EU country are not stimulated to obtain a qualification in their country of origin and (b) on the other hand, the employment of migrant workers often turns to a downsizing of salaries, pay-grades and working conditions and it becomes difficult to ensure ‘fair’ mobility of people and not only mobility of jobs.
The project aims to develop and test an agreement based upon ECVET for mutual acknowledgment of credits among partner organisations. The model is an adaptation of the one developed within LLP-LDV "Highlight the competences" but builds also on the results of LLP-LDVs "Care Talents" and "ECC", concerning validation of competences and basic skills.
The Consortium is multiplayer and involves partners that, coming from different backgrounds, have developed specific skills on training of care workers and VET training policies and practices.
The main expected outcome is the signing of a Memorandum of Understanding based on ECVET for mutual acknowledgment of credits among partners. This will have a positive impact in the quality of mobility (geographical - among EU countries/regions - and professional) of workers, as well as on supporting the development of ECVET based practices in partners' countries.
