Due to the EU-regulations (EPBD 2002/91/EG) concerning energy efficiency there's now an urgent need on the labor market for well qualified individuals to inspect, certify and maintain refrigeration installations (> 12 KW cooling capacity) for the comfort of persons.
There is a lack of up-to-date training courses, competence profiles and exams in these fields. An exception is Germany, which is at the forefront of VET and examinations (theory, practice) as inspector for installations >12 KW cooling capacity.
Main objective is the transfer of innovation in knowledge between VET- and VET-related organizations on inspection & certification of refrigeration installations >12 kW of cooling capacity.
On May 19, 2010, the EU Directive EPBD 2002/91/EC has been updated, specifically for buildings with a cooling capacity of >12 kW. This EPBD contains guidelines, methods and requirements for regular, periodic inspection, testing and certification of the energy performance of old and new buildings (with an obligation of at least 1x per 5 years for installations between 12 - 45 kW). Due to the EPBD 2010/31/EG there's now an urgent need on the labor market for well qualified individuals to inspect, certify and maintain refrigeration installations (> 12 KW cooling capacity) for the comfort of persons. In the EU-partnership a growing shortage exists of certified inspectors to fulfill the requirements of the EPBD. Also there's a lack of up-to-date training courses, competence profiles and exams in these fields. An exception is Germany, which is at the forefront of VET and examinations (theory, practice) as inspector for these refrigeration installations.
Main objective is the transfer of innovation in knowledge between VET- and VET-related organizations on inspection & certification of refrigeration installations >12 kW of cooling capacity. An important objective is realizing a new, innovative and transparent digital database with up-to-date competences.
As part of the project work there have been 8 project-meetings held to discuss and establish definitive strategies and further materials / standards and regulations and discuss the know- how transfer in order to implement it. In more working group sessions specific skills according to the EU Directive EPBD 2010/31/EC , training and instructional materials, approaches and methods were examined and discussed within the partner community and implemented the first steps to create the " dictionairy " for the skills required in accordance with the EQF. The format of a digital database with details of the competencies is available. For each project -meeting evaluation reports have been created to ensure the quality of the project. For communication among all partners a SharePoint was set up to collect all the documents . For the dissemination of information about this project a EPEP logo were designed and created a project poster and a digital newsletter in partner languages.
In the EPEP project, the collected teaching materials, competence profiles and information is implemented in the database and adapted to the conditions of the EU Directive EPBD 2010/31/EC. In pilot tests, the results are tested with instructors and students and adjusted accordingly. For this purpose, this is organized in Hungary, Belgium, the UK and Germany in the partners seminars. These processes are evaluated in parallel sessoins, in order to secure the quality. In the context of publications in professional journals, the final project results are presented in the partner countries.
Concrete the following activities were carried out:
An important objective is realizing a new, innovative and transparent digital database up-to-date competences; Profiles, training materials, methods and approaches for the sectors electro, installation & maintenance, with respect to energy performance. Therefore a digital D-base should be investigated with which this products will be easily accessible and applicable for users throughout Europe, thus facilitating and enhancing the possibilities for lifelong learning. The creation of personalized VET-certification in the above mentioned fields is new. But due to the EU Directive EPBD 2010/31/EG there's now an urgent need on the labor market for well qualified individuals to inspect the refrigeration installations concerning the energy efficiency. In a first kick-off meeting on 23. october 2012 the first activities and a time frame were discussed. At the end a test of the new developed ICT-assessment tool is carried out.
EPEP Dissemination & Sustainability
Regarding the dissemination and sustainability of the EPEP project, a closing event with lectures on the outcome of the project is executed as part of an exhibition for refrigeration and air conditioning technology called "CHILLVENTA" in Dusseldorf in October 2014. Concerning the sustainability of the EPEP project, all partners distributed the EPEP outcomes in their network databases and they can freely use the ICT assessment tool in their organization to increase the knowledge and skills about the EPBD 2010/31/EG.
At the German partner IKKE the Assessment-Tool will already be used within their master courses in the guild (refrigeration trade) for further education to an energy use consultant, to make the education more attractive and to increase the chances for the future profession in the practice. In the future allone standing seminars to this issue will be organized.
At the partners PETROC/UK, Syntra-West/Belgium and HCABE/Hungary the Assessment-Tool will be used within the education of their students, to increase on one hand the acceptance of this issue and on the other hand to increase the future perspectives to get an adaquate job as an engineer in this field.
The partners periodically will come together to discuss the adaption of the ICT assessment tool with the upcoming new developments and regulations regarding the EPBD 2010/31/EG.
